Francis Carcich FRANCIS CARCICH, 66, of Furlong, Pa., formerly of Bergenfield, died Jan. 30. Before retiring in 1998, he was a captain in the Port Authority of New York and New Jersey Police Department, where he served for 39 years and also had been commander of its Police Academy.
