When I joined the Port Authority in 1985, I
went to an orientation session, at which the then Executive Director
Peter Goldmark spoke.
He said (and I’m pretty close to verbatim):
You think of the city, the state and the Port Authority as three Coke
machines.
You put your money in the city machine, press
Coke, and you get an orange soda.
You put your money in the state machine,
press Coke, and the machine blows up.
You put your money in the Port Authority
machine, press Coke, and it will take some time, but sooner or later,
you will get a Coke.
